Building Futures East: An approach to tackling worklessness and NEET

Employability and worklessness are main priorities both at national and regional levels. Appropriate training provision is considered paramount to tackle worklessness and stimulate vocational qualifications. This paper presents the case for Building Futures East (BFE), a social enterprise in Newcastle specialised in training provision. This paper draws on findings from the first phase of the evaluation of BFE carried out by CLES. The aim of this paper is to highlight BFE as an example of good practice, embedded in the local community, well connected and with a strong strategic fit that makes it an important example of how to respond to the identified needs of an area.

Towards a Future for Public Employment

Written by the Association for Public Service Excellence, Centre for Local Economic Strategies and Institute of Local Government Studies. This is the first report in a research programme designed to examine key contemporary issues in the delivery of public services. This report seeks to explore this wider purpose and reiterate the value of public employment in the contemporary policy context. In particular, it discusses the value of public employment in providing effective leverage over local economies; in shaping places; in managing costs and transactions; in sustaining democratic networks and accountability and; in realising the potential of the local workforce.

The Contribution of the Local Environment to the Local Economy

This report aims to address gaps in existing research surrounding the connections between local economies and local environments. Groundwork and the Centre for Local Economic Strategies (CLES) have undertaken this research in order to attempt to quantify the impact of the local environment on the local economy and thereby the city, regional and national economy.

Tackling Social Exclusion: What Difference can City Regions Make?

Inspired by recent interest in city regions and the continued and renewed government focus on social exclusion the research assess how elements of social exclusion could be addressed by city regions. In particular, the research proposes seven general benefits and seven specific policy areas in which city regions could, and should, contribute to addressing social exclusion and benefit the everyday lives of real people.

Regeneration Management: Essays on working with complexity

The essays gathered here were initially presented at the Research Management workshop held by Centre for Local Policy Studies at Edge Hill College, and hosted by the University of Liverpool in June 2004. At this event, attended by around 60 academics and regeneration professionals from around the UK, a consistent theme emerged, namely that regeneration management was not easy and required sophisticated mechanisms and measures. Whilst this is a truism for all management, it is felt that the field of regeneration is particularly complex and as such this theme was consistently returned to during the day, and is one that provides the broad narrative to the variety of essays presented here.

The future of EU regional policy 2006-2012: issues and responses

This may seem a long time away but the debate about the future of EU Regional Policy for the 2006–2012 period really starts now. It will continue throughout 2003 and 2004. Brussels can seem remote to many people but the decisions made in terms of the regional aid budget and the principles that will underpin the new European regional policy and programmes will impact on many localities in the UK.

Our Regions, Our Choices

Edited by Neil McInroy, CLES and Paul Benneworth, CURDS, Newcastle University. This policy report is the outcome of a CLES one-day seminar, Regions and regeneration: the impact of the Regional White Paper, held in Nottingham on 11 July 2002, where we began this process of exploration. A number of speakers presented, in some detail, their interpretation of the proposals and this report aims to capture the substance of what was presented on that day. Therefore, in this policy paper, we have assembled a number of writers who offer their own interpretation of the White Paper’s proposals, with the intention of imagining the likely outcomes from the White Paper.
