LEPs: Assessing your economy as a platform for jobs and growth

CLES has teamed up with NLGN and IPPR North for a series of events on local economic partnerships (LEPs).

The first event took place in Manchester last week and focused on the need for a strong local evidence base as the backbone to the development of LEPs.

Andrew Field, deputy director of local policy and delivery at the Department of Business Innovation and Skills, kicked off a lively morning of debate by telling the audience of public, private and voluntary sector representatives that it is up to them to define how their local LEP will roll-out.

He revealed plans for the wind-up of the RDAs and the establishment of small teams of BIS officers in six localities across the country as the interface between national and the emerging local economic policy.

Kevin Peacock at the Mersey Partnership and Aiden Manley of Cheshire and Warrington Enterprise Commission had plenty of evidence on what’s needed to kickstart their own local economies, as well as plenty of questions on exactly how LEPs will achieve their goals.

Matthew Jackson and Rupert Greenhalgh from CLES talked through some of the key methods of building an evidence base – from changing procurement practice to using local economic assessments – while Lee Heley from the Audit Commission projected the audience into 2015 to help focus on how the decisions today’s LEPs make will impact on the future of all our local economies.
